Te 12 THE SUN, Long Urges New School Loan Plan Bureau of The Washington, Feb. 22-Representative Long 2d), today urged creation of a "study now, take a lifetime to pay" plan for financing college education. In a letter to Joseph Barr, Under Secretary of the Treasury, Mr. Long called for the formation of a Government task force to work out financial details. The plan would permit a student to repay his education loan in extra income taxes scaled to the amount of money he was making.

A business executive might pay back more than the original loan, while a teacher might pay less but the average person would pay back approximate cost of the loan plus interest, it was explained.
